Summary of the Socio-Economic Situation in April
On April 25th, the Provincial People's Committee held a meeting to review the socio-economic situation in April, chaired by Le Van Han, Chairman of the Provincial People's Committee, and Nguyen Trung Hoang, Vice Chairman of the Provincial People's Committee. Representatives from the provincial Vietnam Fatherland Front Committee, provincial departments and agencies, and People's Committees of districts, towns, and cities also attended.

The province's socio-economic situation in April showed more positive changes than the previous month and the same period. Budget revenue was quite good, and regular activities for investment promotion, trade promotion, connection support, and product promotion were carried out. Business development and new rural construction achieved more important and positive results than the same period, while dengue fever and hand, foot and mouth disease decreased. All levels, branches, and localities showed interest in taking care of the Khmer ethnic people to welcome the traditional Chol Chnam Thmay New Year. Additionally, trade, services, and tourism prospered.

Budget revenue reached over 2,600 billion VND in April, with a total of over 7,200 billion VND collected in four months, reaching 56.02% of the estimate, up 59.85% over the same period. Budget expenditure was over 652 billion dong, with over 2,200 billion dong spent in four months, reaching 18.97%, down 7.1% over the same period.

The industries of mining, processing, manufacturing, water supply, waste and wastewater treatment developed stably compared to the previous month and the same period. However, the electricity production and distribution industry continued to decline deeply, leading to a decrease in the whole industry. The industrial production index decreased by 30.86% compared to the previous month, and the value of industrial production was estimated at 2,191.19 billion VND, down 10.54% compared to the previous month.

Total retail sales of goods and services in April were estimated at 4,615 billion VND, up 2.02% over the previous month, while the total for the accumulated four months was estimated at 18,642.24 billion dong, reaching 35.53% of the plan, up 43.41% over the same period.

Besides, the government has implemented various policies focusing on education, training, science and technology, social protection, job creation, and caring for ethnic minorities' health. The administration has also been improving its internal anti-corruption measures, including inspection and examination, to ensure their effective implementation.

According to VCCI Vietnam, Tra Vinh province has increased its Provincial Competitiveness Index (PCI) ranking by 25 places, reaching the 26th spot out of 63 provinces and cities nationwide. Moreover, Tra Vinh ranked sixth out of 13 provinces and cities in the Mekong Delta region. Additionally, Tra Vinh also achieved the highest score of 17.67 in the Provincial Green Index (PGI) for 2022.

Despite these positive developments, some challenges still need to be addressed, such as unstable prices of agricultural products, lower rice yields, lower aquaculture output, and a high number of dissolved and suspended enterprises. In addition, the electricity production and distribution industry continues to decline, while traffic accidents in the province have increased in April. Furthermore, the rate of settlement of letters, complaints, and requests to reflect petitions is still low.

During the meeting, Mr. Nguyen Trung Hoang, Vice Chairman of the Provincial People's Committee, updated on the progress of the implementation of the national target programs and the socio-economic recovery and development program in the province. He recommended that departments, agencies, and localities strengthen coordination and urge contractors to accelerate the construction progress of projects, solve difficulties and obstacles, and issue guidance documents to disburse the 2023 plan.

He also suggested reinforcing the inspection and examination of the implementation of the 2023 plan in accordance with the law and the spirit of thrift against waste. He emphasized the importance of promptly handling organizations and individuals who are irresponsible and impede the implementation of public investment plans. He advised investors and project management boards to establish working groups to inspect the basic construction works, while assigning the Department of Planning and Investment and the Department of Finance to work together to promptly solve any problems. Furthermore, he recommended paying more attention to the economic recovery and development programs after Covid-19, and focusing more strongly on building new countryside.

In conclusion, Mr. Le Van Han, Chairman of the Provincial People's Committee, proposed several key tasks to be accomplished in May 2023, such as developing a mid-term review report on the implementation of the socio-economic development plan and continuing to speed up the construction progress of basic works and site clearance of key projects. He also emphasized the importance of measures to prevent and control the Covid-19 epidemic, developing a plan to overcome limitations and weaknesses in 2022, and improving the PCI index in 2023. Additionally, he recommended strengthening a number of key tasks before, during, and after the Hung Kings Commemoration holiday, April 30 holiday, and May 1 holiday, and proactively managing disputes, complaints, security, and order.

During the meeting, the delegates discussed, exchanged opinions, and contributed to the draft report on the promulgation of the list of public non-business services using the state budget in the field of transportation in Tra Vinh province, and the draft resolution on regulations on revenue, collection rate, revenue, and expenditure management mechanisms for services serving and supporting education and training activities of public educational institutions in the province.
